local user tcp/ip configuration

Hello,

I want to make local users on a w2k installation in a domain to be able to
change their tcp/ip properties. Has anyone ever succeeded in doing this?
I tried group policies without success.

Do the xp clients need to be in a win2003 domain domain to configure this
using policies, or can they be in a win2000 domain?
 
You can give them a local user account on their computer and then
add that account to the local network configuration operators group on their
machine. You could also add their domain user account, but I am not sure how
well that would work if they were not in the domain and logged in with
cached credentials if it is enabled - that is something you would need to
test out. Another possibility for XP is it's alternate network configuration
ability where you can configure an XP computer to autmatically use a
statically assigned ip address if a dhcp server is not found on the
