Local Security settings - some grayed out

I just did and upgrade from WIN2000 to Xp-Pro and am trying to change some
of the local security settings. Some are grayed out , like "Network access -
Sharing and security for local accounts".

Can anyone tell me how I can enable them

It is normal to see local policy settings unavailable if the machine
is in a domain and receiving values for those settings from AD.
Does this apply to you?
 
Gee - I don't think so.. This computer is part of a small office network (4
computers - all Win2000) with no domian,. just the default WORKGROUP. So i
am trying to secure some of the access to the main computer (the one I just
upgraded to winXP from Win2000) that contains the office files that are
shared to the other computers. Once I get all that done - My customer wants
to VPN to the Xp conputer and access his network Quickbooks application from
home. So I would like to change the Sharing and Security for local accounts.
Later I will also upgrade the older machines to WinXp. So - is there anyway
to enable these features that are grayed out? Or - should a just do a clean
install?
