Local secpols inaccessible?

Hi there - I've been testing several security tools of late (the ones
that make changes should you allow them) and I can't seem to figure
out how [whatever] was able to lock access to the local secpols. Both
Account and Local policies are displaying a small padlock icon, and
will not allow edits. I am logged in as the local admin, and we have
no domain - this is purely a local box problem.

There's gotta be a setting that was flipped somewhere, but I can't
seem to find it here or anywhere. Little help? :)

Are there padlocks next to each entry in the right-hand section "User Rights
Assignment", or do the padlocks appear on the left-hand tree?

What MMC are you specifically using? What happens if you open a new MMC,
open the snap-in "Group Policy" and select "Local Policy". Does this tool
not allow you to edit the local policy of the machine? What happens when
you double click a user right and attempt to edit it? Are there any errors?
