local policy prevents log on to this computer

attempting remote connection logon in Network occasionally finds dialogue box
stating "local policy pregents log on...." When I go to the box and local on
locally as administrator I will find the box 3-4 months behind on the admin
PW and once I get in I find no SMS programs, corrupted SAV "live update will
not run", firewalls are not installed and attemtps to repair any of the above
fail; gpupdate /force does not correct. Anyone have a clue what "local
policy" could be preventing anyof the above? The only remedy I have found is
to RIS the box and start over.

if anyone is interested I found the fix: Remove from domain and make it a
member of a workgroup; remove from AD; restart add back to domain, restart
and the security policies reinvent and the box communicates with the domain.
