Local policies

Im fimiliar with configuring policies in a domain with
out a problem, but when i want to configure policies on a
stand alone xp box ive run into problems....
I need to restrict local users to what they can do on the
box, eg: i dont want certain users to be able to add
remove programs. The problem is that i can not configure
this for specific users, it affects the intire system
users including administrators. Can this be done?

Deny read permissions to the administrators group on the group policy folder in xp (hidden). This will make the local policies apply to all users except admins.
