Local modem won't dial

Below is a post from a man a couple of days ago, to which
he recieved no response. I am haveing the exact same
problem except I am recieving error number 633 modem
already in use or not configured properly. The modem
will query correctly and I can pickup the reciever using
term service, but dun will not dial out. Please help!

forums exist yet, but anyway...here goes.

Im trying to get a local modem to dial through my windows
2003 terminal server. I installed the netcomm smartmodem
56 on my laptop with the vendor driver. I enabled serial
port redirection using Remote Desktop Connection. When im
in Terminal Server i can see my local comm ports. Here is
the output from the 'change port' command.
AUX = \DosDevices\COM1
COM1 = \Device\RdpDrPort\;COM1:1\tsclient\COM1
COM2 = \Device\Serial1
COM3 = \Device\RdpDrPort\;COM3:1\tsclient\COM3
LPT1 = \Device\RdpDrPort\;LPT1:1\tsclient\LPT1
PRN = \DosDevices\LPT1
I add a modem, and specify the correct COM1 (there are 2,
one local, one redirected), using the same vendor driver.
I goto query modem, and it responds the same as a local
modem query. I goto dial and I get error 692: there was a
hardware failure in the modem.

Thats it folks, and suggestions?
