I'm not sure, but maybe you have the request backwards.
Did you mean something like
"Local HTML Files from Favorites Folder"?
Does that sound like what you want to do?
Or do you really mean you have a list of links in an HTML
file, and you would like to stuff those links into your
Favorites, which is what your "Subject:" sounds like?
.. . . hmm, I just found a note to myself that says
- - - - - - - - - -
(I exported my IE5 "Favorites" to a file
E:\...\bookmark2.htm
using IE5's "File>Import and Export ...")
- - - - - - - - - -
(The ",,," is details of my awful folder tree that I've
omitted.)
Oh, and from ACF's PricelessWare page

Bookmark Wizard
(Freeware)
OS: Windows 9x/ME/NT4/2000/XP
Languages: English
Description: Bookmark Wizard is a little program with a simple wizard-like
interface that generates an HTML page with all/selected links from your
Internet Favorites folder. The links in the resulting page are grouped and
sorted in ascending order like they are in your Favorites folder. You can
specify colors for links and backgrounds, title, caption, etc., for your
page. Also, you can exclude certain folders from being listed. Advanced
users are able to edit the entire page template to customize it further. The
resulting web page can be used as a links page on your homepage; you can
send it to a friend or use it just as a startup page for your web browser
etc. NOTES: This program is not an HTML to Favorites converter, it can only
create a HTML page from Favorites.
