local crash install problem with remote web

I have downloaded my web after a local crash.
I am using FP XP because I am having problems with the beta. I am
getting a memory error after it has been loaded.
(I am loading the beta while keeping FP XP, because I have hundreds of
themes that are not compatible with 2003. Ideally I will be able to
design 1 page in FP XP using the themes and then save it and open it
in 2003 to manage and create the rest of it.)

I have tried publishing the remote web to the local and get the
website minus the link bars. I published this downloaded web to
another directory and still, no link bars.

The link bars do not display in the live web either. THEY are CORRECT
when viewed on line.
What is wrong? And how do I fix it.

FP2002 (or FP2003) Links bars required the FP 2002 SE (locally and on your host server)

FP2003 supports FP2002 Themes if the theme was installed under FP2002 before upgrade or a saved as a custom theme
Some of the FP 2002 Themes may be upgraded to new versions by FP2003, so if you are concerned save your specific themes you are
using as custom themes in FP2002 (Format Theme Modify (anything) and save as a new theme name).
