Local computer policy - computer usage hours

Can someone provide step by step instructions on using "Local Computer
Policy" to limit the hours that a user may access the computer? For instance,
I do not want the user to be able to log on between the hours of 10PM and
7AM.
 
I'm afraid that the functionality you describe is not available for local
computer.

On the domain user account it is possible to specify logon hours and there
is also domain policy setting named "Force logoff when logon hours expire".
These features are only available when your computer is joined to a domain
and the policy will only disconnect the user from network shares
(resources).

I had that issue with my son. I didn't want him on the computer all night
so I added a password to his account. Then I login him in when he wants to
use the computer. At 10 PM, I have him logout. He can't get back in until
I log him in.

Works in our house.
