Local Area Network Status is Zero

I find that several time a day, Outlook and other network
programs hang, and the Local Area Status screen shows
status values of zero. During this time, I sometimes also
get application errors, such as ...142 Appliation failed
to initialise properly. After a few minutes, the status
values often return to positive values, and Outlook,
Explorer and other network programs start to operate
again.

What's causing this?

This may not be of a great deal of help but you need to
start with you DC when it refreshes the global catalog. I
did not see any errors on the DC(fought this problem for a
very long time) but only on other Servers.
Make sure all servers have synced time.
Make sure your partition that houses AD is not greatly
fragmented and not close to full.
If you have more than one server maybe you can force
another server to be the master browser. (this can help
with the load on the DC)
A work around may be to restart the server at a particular
time so that this will happen during off hours mine
happened at the sametimes each day.
Sorry I couldn't be more help but the issue is most likely
on the DC which is most likely the master browser for the
network.
