local alternative to whatsmyip.com?

Hello,

I need to know the IP of a remote ADSL modem/router. I asked the
person at that site to use www.whatsmyip.com which came up with 2 (!!)
IPs - only one of which could be pinged.

Any idea why 2 IPs?

Also, is there any local method that this person can use? A tool such
as ipconfig /all?

What does :
http://yourip.org/
give you?

Also - why not just have the person connect to their router and tell you or,
better yet - teach them to setup their router to use a Dynamic DNS service
like "DynDNS.org" so you can just know the name and allow the router to keep
it updated through the free service?

the user has so far not been able to connect to the router - it maybe
that only the ISP can do this? The ISP is South Africa's Telkom.

DynDNS may well be the answer.
