Local administrators membership

Hi, all
I have couple organization departments. Each department has own admin
who should have administrator rights throughout his department but shouldn't
have admin right anywhere else. As far as I understand it's possible to do
with GP. But I have no idea how to do this. Would you explain me this topic?
