Local Administrators Group prevent Group Policy to apply

In a w2003 server active directory environment I have many group policy to
control the client permissions. The fact is that i have WXP PRO SP2 client
computer in wich some users are member of the local administrators group that
group policy doesn't apply. If I remove this users from local administrators
goup and add into Users group then group policy apply regulary. Anyone has
verified this strange situation?

I would check the security filters on the GPOs that are applying to those
machines. Maybe they have security filtering that is set to Deny for
Administrators?

Hallo
only Administrator (DOMAIN\Administrator) has deny to apply group policy.
Only when the user is member of the local administrators group of the WXP
SP2 clients the group policy will not apply.
