Sometimes, when I try to open IE it wants me to download my homepage this
also occurs when I put in some URLs infrequently.

To avoid opening a web page when Internet Explorer starts (the 'home
page') go to Tools > Internet Options > General tab > Home Page - Use
Blank button.

I'm wondering if this is some glitch I want to go to my homepage when IE
starts but more than half the time it tells me to confirm downloading my
homepage; not loading IE at all.

Do you have any protective software (anti-virus, anti-spyware, firewall,
etc.) that is set to alert you when your home page is changed?

Some types of malware will attempt to change your home page and make it
very difficult, if not impossible, for you to change it back. Therefore,
if you change your home page from what it was at the time the protective
software was installed, the software will ask you to confirm that you do
indeed want your home page to be changed.

What address in shown in Tools > Internet Options > General tab > Home
page - address?
