"loadlanguage failed"

I installed W2KSP3 and when i install some programs like
netscape the first thing it says is "loadlanguage failed".
So i press OK and it installs but some of the words are
replaced with numbers. Like where it says "click I Agree
or I dont Agree" it says "121 or 122". Then netscape will
try to launch after it sets up but fails. It shows a
window frame but nothing in the middle, plus it can't
fully load its "quick start" in the tray. When i install
Opera without java is installs OK. Funny but i've used the
same W2KSP3 install CD on the same system and hardware
several times and did not have this problem previously.

Note: i found one reference on the internet where someone
had the same problem. He claimed to update the bios to fix
it. So i updated my bios (even back to the old one) but no
luck. True, its a 450hz FIC but it use to install netscape
just fine. I even installed SP4 but it did not help. Tried
the "repair console" but it did not help. What the heck
is "Loadlanguage Failed" and how to fix it?

And the answer is....(drum roll).... set your bios clock
to the current date. That fixed the " LoadLanguage Failed "
problem. I found the answer when i tried to install winzip8
and it said "Your bios date: 8003 may cause errors. Winzip
can only function until 2099" or something like that. I
changed the bios to 2003 and the error message went away.
....It's nice to know Winzip saved the day by TELLING ME
WHAT WAS WRONG UNLIKE WINDOWS 2000 and that Winzip will
still work when i'm 140 years old.
