The original machine I loaded XP Home on has died and I
would like to upgrade another machine with the same
installation disc. Will this cost me an additonal fee?

If it's a retail XP CD, go ahead and install it on the the other machine.
No extra cost involved. If prompted to call in for activation, do so. If
asked, tell them exactly what you posted here: old machine died, new one
being setup.

If it's a retail version of XP, that's fine. Just install it, and
reactivate it on the new computer.

But if it's an OEM version, you're out of luck. The OEM version's
license ties it permanently to the first computer it's installed
on. If that computer dies, the license dies with it.
