loading programs to all desktops

I've loaded Parental Control Bar to my desktop, but it did not automatically
load onto my kids' desktops, which was my hope. How can I load a program
onto their desktops? When I try to load it directly onto their desktop, I'm
told I don't have admin access, and am provided no option to show that I am
the administrator. I run XP Pro.
 
Try tapping the F8 key on start-up or restart,select safe mode,enter xp
as the administrator,edit youre software.
