Loading new`appalication

I am trying to load a new application from my CD

I get an error message " cannot find C:\WINDOWS|Command.COM Setup cannot
continue".

I am running vista home premum.

Correct. In Windows Vista, the file COMMAND.COM is located in the
C:\Windows\System32 folder. For what operating system was this "new"
application designed? You should contact its maker for an updated
version compatible with Windows Vista.
