Loading Graphics Driver in Sae Mode

is there a way of loading the graphics driver/display driver in safe mode
so as to have the benefit of a better screen -- whilst leaving all else in
safe mode.

No. One of the main points of Safe Mode is that it only loads with very
basic drivers so you can troubleshoot.

Only the basic drivers are loaded in Safe Mode, so the answer to your
question is No.
