I have a street atlas cd and I would like to load the
contents of it onto my laptop so that I can view it
without having to put the cd in while traveling.
Can this be done?

Depends on how the program was written. I know Microsoft's MapPoint 2004
allows a "complete" installation on setup, placing everything on the hard
drive so you don't need to lug the CD around.

You can also copy the entire disk structure into a directory on your
hard drive and run the program from there..unless the disk has copy
protection code imbedded in the media, or otherwise checks to see
where it is running from, the programs should work fine.

That's why I said it depends on how the program is set up. 8-) Some
programs are written with the user in mind, others are written in a manner
to protect the software.
