Load balancing doen't work well

Hi,

I set up loadbalancing on my 2 win2k servers but its not working as i expect
it to work. For example when i shutdown
one of the web servers i am still getting redirected to the shutdown server
instead of the working one.
from 10 tries 80% will goto the working one but 20% will be directed to the
one i shutdown (i actualy stoped the service so no IIS)
Any reason ? I tried all the help i could find in microsoft knowledgebase ,
played with the registery option in case
of a switch witch i do use.
I even tried upgrade to win2k3 but still same problem.

Danny,

NLB is not aware of application-layer state. As a result, it will continue
to direct traffic to the node on which IIS is stopped. Note, that if the
host crashes, is shutdown or goes off the network, NLB will readjust to
distribute the load to the remaining hosts.

Application-awareness can be added either through Microsoft Application
Center or through your own tool or script. In the latter case, once you
determine the health of your IIS app you can use the command-line tool
(wlbs.exe) or the NLB WMI provider to start/stop/drainstop the host.
