Is Windows Live Mail the same thing as Windows Live Hotmail?

No.
Windows Live Hotmail only provides web browser access to Hotmail.
Windows Live Mail is a full-featured email program (similar to Outlook
Express), and also supports Hotmail accounts.

Do yourself a favor. Dont buy Live accounts, buy a Yahoo acount, the content
, accessibility with windows mail, and help files are making MS look really
stupid.

Do I have to uninstall my windows mail before I can download windows live
mail? I am scared of losing my email account.
 
No. You can't uninstall Windows Mail, as it's part of Vista.
Just download WLM, install it, and it should import all your info from
Windows Mail.
