Little red Xs instead of images

I have notice a lot of questions about this problem but
have not been able to correct the fault with any of the
fixes suggested. According to Kbase Q811493 Microsoft
have a hot fix for this problem but I am damd if I can
find it. Can any one point me in the right direction?
