Listed Programs in IE

Can anybody suggest how to change the list of programs that is in 'Internet
Options > Programs' so that instead of the MAILTO method invoking Outlook
Express, it invokes another instance of internet explorer with a specific
URL.

Our users do not have outlook express, they use webmail. When they hit a
mailto page it always invokes Outlook Express (be nice if it could be
uninstalled Microsoft!)

I just need it not to invoke Outlook Express and to launch a URL

Tried the steps here:

but they dont work. Any good ideas?

Using the directions on that page I think if you define the client and the
path as IE, it should work. For instance, this path would work for yahoo
and put you at the compose page.
