LIST WITHIN A LIST

Is it possible to have a list within a list? What I need it for
I have a list of counties, each county has a several specific insurance policies, and each of these have their own premium rate

When I choose a county I would like those policies available in that county to be accessed from the second list, once a policy is chosen then i want the rate to go into a mathmatical formula to be figured at the end

Make sense? Hope so, cause I have been readind HELP all day and still can not find the answer..
