When I click on my links wether in my mail or on a page
the link will not bring up the new explorer window.
anyone please e-mail a solution.

Try the following and see if it helps:

Hyperlinks (Links) don't work

Go to Start>Run and type in regsvr32 urlmon.dll
Then click ok
Then open Internet Explorer and go to
Tools>Internet Options>Programs and
click on 'Reset Web Settings...'
Try the hyperlinks again
