Links problem (different from recent problems posted)

This is driving me crazy; I hope someone here can help!

Sometimes when I click a link, all I get is a flash of the top bar of the
window, then nothing.

I have a pop-up blocker, which I've both disabled for that link (by holding
Ctrl while clicking) and disabled for the site. To no avail.

I have done the Hyper... Protocol fix, which corrected the link access
problem in OE, but has done nothing for links within IE.

This has only been a problem since setting up a new user account on my
daughter's computer. Obviously there was a setting on her account that
didn't transfer over to mine, but I've no clue what it might be. I've
looked at everything I can think of.

Examples of places in which this has occurred:

Attempting to download a driver for my mouse from Logitech: The download
link would not work.

Attempting to access this newsgroup from the website: The "post message"
link would not work.

In both instances, I just got the flash of the window bar.

Note this does not happen with every link. And I can't figure out what the
difference might be between the links with which it does vs. doesn't work.

I think it's Javascript links which aren't working. Try this link to see if
Javascript is enabled and working

Try these steps:
Go to Internet Options> Security> Internet Zone, set it to Default.

Clear the IE cache. IE> Tools> Internet Options> General> Delete
files (and delete offline content when that dialog pops up) It's often
recommended that the TIF folder be kept at about 50 MB (Settings.)

Important...
Check any third-party security programs to see if one of them is blocking
scripts, scripting, active content. Norton Internet Security and a number of
other programs can be configured to block scripts.

Try these two commands from Start> Run
regsvr32 vbscript.dll [enter]
regsvr32 jscript.dll [enter]

Reinstall the scripting engine. Go to
http://msdn.microsoft.com/library/default.asp?url=/downloads/list/webdev.asp
for the appropriate download of Windows Script 5.6
