Links not working

Lately when I've received an e-mail that has links in it
I click on the link but only a blank explorer page comes
up and behind it is the screen to save it to a file or
open it. However there's nothing there to save or open.
Bottom line my links don't work. I'm using outlook and
haven't changed any settings. Sure would like to know
what I'm doing wrong or what setting to alter.
