Word Links in PDFs Do Not Link to Anything Anymore

For the last few months, the links that I create when using Win 10 Print to PDF show up as links, but they don't link to anything. I'm using Word 2000. For most of 2018, and all of 2017, links created that way did actually link to something. Any ideas why they don't work now.
 
I'm not sure what would have brought about the change to be honest, I presume it must have been an update. Have you tried 'Save as type' instead of 'Print to pdf'? That might work...
