Links in IE and Outlook Exp not working

I have read numerous messages lately about the same
problem I am newly having with links on email messages as
well as links in IE explorer. I did all suggested in
support 281679 as well as other suggestions given to
others and the problem STILL exists....
any other ideas ...deleting and reinstalling, etc.
I GUESS I AM NOT ALONE....hopefully microsoft knows about
this seemingly renewed problem
