Links in email prompt to save

I created a web app that generates an email containing
links to the files that the user uploads to the server.
Within that email, the user wants to be able to save the
files without having opened them first, but doesn't want
the files included as an attachment. Currently, the "save
target as" option is not available when right-clicked so
the only option is to open each file and manually save
them. Is it possible to prompt users to save the files
when they click the link or enable the "save target as"?

This is a File Type setting which you can change in Folder Options.
Example for jpg-file;
-go to Control Panel
-Folder Options
-tab File Type
-locate jpg
-button Advanced
-option: Confirm open after download
-"OK" your way out

This option works when the file is attached, but the user
does not want to include the files in the email. Instead,
he wants the email to contain the link to the file, which
is stored on the server. When the link is clicked, the
file automatically opens. Is there a way to prompt the
user to save the file through this link?
