Links freezing

I have started having trouble opening links. Whenever I
try now the everything freezes. I can navigate freely on
the same site without a new window opening but when I
click on something that requies another window then I get
a blank page. I have tried refreshing but that doesnt seem
to do anything. Help please.
 
I tried following the link and found that there was no
way to access the information or download it from a site.
