Linking a contact in Outlook XP

I'm using Outlook XP/Windows XP ... no exchange server.

Can someone tell me the purpose of Linking (or Assigning)
a contact to a note (or email, journal entry, task, etc.)?

Does this actually send an email containing the
information to the contact? I know it puts the item in
the "Activity" tab in the contact's profile but is that
just for my benefit?

If it does send an email to the contact, would I need
exchange server to make this work?

Any suggestions would be great. If I need to clarify
anything please let me know.
