Link New Window Size

Okay, I'm feeling really stupid. I have the option set to
open links in a new window. Not only can't I remember
where I set that option, but the new window is getting
smaller and smaller. Where do I change the new window
size? Whenever I do a search I get just tons of fixes for
the OS instead of Explorer. I've looked through every
*edit program as well and can't seem to find this needle
in a haystack. Thanks for your help.

open IE to one of the small windows, close ALL other windows, now drag the
small window to the size you want it to be, using the mouse, close with the
X. Done.
Now try it again.
