Link Bars not consistent

Have one page of site that has 4 link bars; each has
hover capabilities. One shows only an X in place of image
but shows hover color when curser is over it. Proper page
switch is made when this button is clicked. How can I get
the graphic to appear on this one like the others?
 
Remove all spaces from file names - illegal html and breaks links
