The link bar appears in Frontpage on the webpages, but
when publish the pages, the link bar is missing.
If you're publishing via FrontPage, try the procedure at:

If you're publishing via FTP, be sure to publish the
*entire* folder tree where your Web resides, and not just
the pages you think you changed. (FrontPage components
often add or modify ancillary files in your Web, and you
probably won't know that you need to publish these. So
just publish everything.)
