Lines engaged when they are not

I have a windows 2000 server I have 4 PCI ISDN cards in it that means we
have 8 available lines for people to dial in.

Every now and then the total number of people that can dial in will
decrease. An example of this has happened over the last few days. I had 8
available channels over my 4 lines then somebody phoned in saying they could
not dial in. I checked RRAS and there were only 6 people in, I tried to
dial in myself and it says all lines are busy. Then later on it changed to
only 5 people could dial in.

According to the ports section under RRAS the lines that are not being used
are inactive and are listening but when you try to phone them from a land
line I just get a continous noise like the lines dead.

The only way to free the lines up is to reboot the server then all 8
channels are fine again. This is starting to happen more frequently has
anyone got any ideas why?? I can't keep rebooting the server all the
time!!!! Help!!!
 
Not sure, but check the following:

Make sure you are running the latest drivers for the ISDN Modems, this is
crucial. Also make sure you are running the latest SP etc.

Now, do users dial into a hunt group, and they goto a specific line or how
does that part work? Ensure your hunt group if you have one it actually
working. :)

All the dial up users have all 6 lines configured in their dial up
properties. When they dial up their machine trys every number until it
connects on one.

I will look at the drivers on the ISDN Cards.
