lines apear on screen

I have a ati radeon 9800 graphics card and i have had my computer about 3
years now and recently i keep getting a bunch of lines in the background like
blue and yello and some times they just stay in the background and sometimes
they stay at the same spot not letting me see anything and i have reformated
my computer taken it all apart and cleaned i all and i still get the same
problem can any one help me?

1. If this is a desktop computer, attach it to a different monitor. If the
problems go away, replace the original monitor.

2. If this is a desktop computer and the problems continue while connected
to a different monitor, your video card is dying. Uninstall it and replace
it.

3. If this is a laptop computer, contact the laptop mftr. for
repair/replacement because this is a hardware issue that you cannot fix
yourself.
