Line spacing changes don't show

I have a simple web with formatting controlled by a minimally modified
version of the Blank Theme. Some changes to the theme do not reflect either
on Preview view or on the published web.
For example, if I change heading 2 to be underlined, that change shows in
both places. But if I change Body text to be 150% line spacing, that change
does not show. When I go back into the theme, it tells me Body text is 150%
spacing. So the change got saved OK. But it doesn't seem to actually DO
anything.
This feels like it might be a beginners error due to my ignorance. Any ideas
what I am doing wrong?

When you modify the theme you must save it under a new name, remove the currently theme and then
apply your newly modified theme.

Thanks, but this doesn't work. If I apply the theme with CSS, then I get
changes, sometimes grotesquely big, in the Normal view. Preview and the
published web show no changes. If I don't use CSS, I don't even get that.
I am checking under Page Properties the the theme is indeed being applied
and removed. And I've applied a background gif to prove that the theme is
working. But changes in line spacing, or indeed text alignment right instead
of left, I do not get.

Did you save theme under a new name and then apply it?

Yes, what I did was - several times - go into Themes and set No Theme, then
come back to t e pages and check under Page Properties that there was No
theme.
Go back into Themes, select the theme I want, modify it and save under a new
name, then apply to the pages. Also did simpler more obvious version of
that, modifying the theme, saving-as and re-applying all in one visit to
Themes.
The modification, for test purposes, is that Body style is set to double
line spacing and right-hand alignment.
On the Normal view, I get at least double line spacing. On the actual
webpage, I get nothing.
The fact that I get double spacing in Normal view does suggest that the main
paragraphs of the text are indeed styled with Body; because no such style
shows on the drop-down list of styles on the main Frontpage screen, there
you get a style called Normal whilein the "modify theme" forms you get no
reference to Normal. So I am kind of _assuming_ that Normal= Body. My goal
is that all the main text is 1.5 line spaced, I am assuming that the main
text gets its formatting from Body style.

PLease ignore the messiness in the top border etc, it is a work in progress.

The css sheet is not on the server....

Sorry about that! I was trying it with and without CSS and got confused.
Anyway I uploaded it now.

OK I see where you have the line-height 200% in the body tag...
That is not effecting the paragraphs...

Try adding the selector P and then the line height.

p {
line-height: 1.5;
}

"Warning" this might cause other problems but it will set the paragraph
height of 1.5 times the "font" height and should give you the results you
are looking for....

Note: The list (what looks like a list) will not be effected - To increase
the space there just increase the "Cell padding"

If what you want is to change the space within a paragraph, use line-height.
If what you want is to change the space BETWEEN paragraphs, use margin.

There for a minuet I thought you were going to say something about not using
% or length.... Ha hahaha
But I have found out the hard way (within a mso theme) to stick with their
way of doing things. 8)
