LIMITING USAGE BY INDIVIDUAL USERS

I WANT TO ABLE TO LIMIT MY 3 KIDS TO ONE HOUR PER DAY IN
PC USAGE: AOL/IM, INTERNET/MUSIC, ETC.

CAN I SET EACH OF THEM UP WITH THEIR OWN LOG-IN THAT WILL
ALLOW ME TO SET AN 'INTERNAL CLOCK' TO A SPECIFIC TIME
USAGE PER DAY? SHUT DOWN UPON TIME LIMIT EXPENSED?
 
I'm not endorsing anything, but I did see
some third party software you could check out

you will have to go 3rd party software of some
kind because windows will only limit disk usage,
not time.

We also have something called Browse Control www.browsecontrol.com

Things allows you to block things like Kazza, AOL IM, etc. and also
set times of day they can access the intermet.
