limiting TS session

I think I described my problem wrong so here it goes again.

I just implemented windows 2000 terminal server and I noticed a lot of
people are creating multiple TS sessions accidently. They close session
disgracefully and logs again with brand new session. Well I could kill the
disconnected seesion but since this server being Accounting Server, it's not
an option. It is confusing many people and it's administration nightmare.
Is there any way to stop this. I mean restrict users to have only 1 TS
session in a Server.

No, not that I know of. It's a 32-bit application and comes with
complete documentation. It works by putting a lock file into the
users home drive. Works perfectly in our environment.
You can deny normal users the right to log on more than once, but
can allow administrators to bypass the restriction.
