Limiting program access for different users

Can someone please tell me if you can limit program
access for any users an administrator sets up?
Specifically Internet Explorer. Can this be done and how?

This is good and thank you very much. However, is there
something where you can password protect a program for a
user and/or select different times for access etc.?

You can use standard file and folder permissions to restrict access to the requisite files/folders, but there is no time setting.
