Limiting options in limited accounts

Hi. I would like to set up a VERY limited account or my 14 year old son, in
which he could access the internet and use MS Office programs but nothing
else. I especially don't want him to be able to download and/or install
programs/music etc. This seems beyiond the scope of the usual "limited
account". Any suggestions?
