limiting color choices

In PP 2000 (or later, for that matter) is it possible to limit the user to a list of custom colors. I know I can control which colors display as automatic choices by altering the slide color scheme. What I've been asked to do, however, is eliminate all other color choices. Is this possible

No. You can make it easier for the user to do what you want them to do (by
supplying scheme colors or using an addin like our Palette tool at
http://www.pptools.com) or you can smack their little hands when they don't
follow instructions or maybe get a utility written that will reset the colors to
spec no matter what they do, but otherwise it's like herding cats.
