Limiting bandwidth on 1 out of 2 NIC's

Hi. I am trying to limit the amount of bandwidth that 1 of my NIC cards
use on a Windows 2000 advanced server machine.
Does anyone know of a program or registry setting or some other setting
that I need to make in order to do this?
 
I am using 2 networks. 1 my local LAN with it's own ISP and computers that
use that. I also have a separate ISP using a T1 with its own block of IP
addresses. Basically I am using it as a bridge between the 2 networks, but
I don't want to draw more than 30KB/s off of the T1.
I know that it can be done using Microsoft Internet Security and
Acceleration (ISA) Server (which I don't currently have) and I know that
their are similar programs out there for Linux and was wondering if anyone
knew about any others for Win2000. I know that in Win98SE you could change
the registry to improve or nullify bandwidth and would think that they would
have some sort of feature in a server machine.
