Limiting access to functions

I am trying to create a Kiosk machine, unfortunately I have not been very
successful. Idealy I would like to find a way to make Kiosk mode persistent
however that does not look possible, as the 4 web sites that I am dealing
with always open in a new window.

So that leaves me with removing everything by hand.
I have been successful in removing the File and Favorites list, and halting
access to the Help. However I have been unsuccessful in removing any of the
others. I have found some values that refer to items like Btn_tools,
Btn_MailNews, etc. however they appear to have no functionality or perhaps
something taking priority over my test settings.

Any thoughts would be appreciated.

Did you check Tools | Internet Options | Advanced | Reuse windows for
launching shortcuts?

Unfortunately this was already on. Any new Window will open in a regular
windowed mode instead of remaining in Kiosk mode. This is a 'feature' that I
have not found a way to turn off.
 
Yes I have been digging in the Admin Kit but I have been unsuccessful in
getting the registry keys that are utilized within the IEAK product to work.
The IEAK is where the Btn_tools, Btn_MailNews registry entries came from.

The only thing that I can think of is that the IEAK utilizes a dll that
makes use of the new registry settings, but that is just a guess I have been
unable find that answer.
