limiting a user account

I have to setup a computer with specialized alarm centre software. This
sofwarepackage (with about 20 programs) is the only software that the users
of this computer should be allowed to run. Everything else should require an
administrator login.

How do I do this? A limited user account is not limited enough. The user can
still run other programs, use windows explorer, open configuration panel,
start webbrowers etc.

Investigate software restriction policies. Start with a search on Google or the
Microsoft Knowledge Base.
