limited users

My limited users on my computer can't log onto the
internet anymore from their screen and can't get their
home page up. Only the administerators can what do I
need to do to fix this?

I'm having the same problem and haven't had any luck with
help from Comcast. I suspect that a patch from MS caused
the problem but can't be sure.
