Limited user has not permission to write CD

In XP Home SP1, is it a consequence of Windows security that limited
users do not have permission to burn CDs, or can I change something to
give them permission?

(Can I create an ACL for a removeable drive?)

Are you using third-party burning software or the built-in Windows
burning ability?

Typically, yes. This should be easily rectified though. Click Start, Run and enter REGEDIT Go to:

HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Winlogon

In the right pane, locate the "allocatedasd" value and double click it. Change its value to 2. Reboot.
