Limited user cant burn CD

In XP Home SP1, is it a consequence of Windows security that limited
users do not have permission to burn CDs, or can I change something to
give them permission?

(Can I create an ACL for a removeable drive?)

This isn't really related to printing or faxing, but anyway...

What program are you using to burn CDs? If you are using Nero, try this:

I can't find any information about doing this with other products...
